He was born in Izmir in 1961.

He took part in the composition of tourism legislation while he was working as a law consultant for TURSAB The Association of Turkish Travel Agencies in 1994-1999.
He wrote books and juristicial articles printed in different journals in the field of tourism law.
In addition to his profession as an attorney at law, since 1999 he has been lecturing as a part-time faculty member at the Department of Tourism Administration, Bogazici University and gives the courses Tourism Law and Law as a Human Resources Instrument, Activity Law, and Law of the Efficient Executives in the scope of BULLC (Bogazici University Lifelong Learning Center) programs.
He works as a Principal Consultant of Law for TÜRSAB since 2018 again. Also he regularly presents a TV show named “Tourism Law with İlker Ünsever” at TÜRSAB TV. He is a member of Tourism Council and Istanbul Tourism Platform.
He is Member of Science Board of CITTASLOW TURKEY and Karsiyaka Football Club KSK.
In 2023, he founded “Unsever Attorney Partnership”.
